Dana's Housekeeping (Dana's), employer, seeks review of a final order of the Industrial Claim Appeals Office (Panel) determining
that Sandra W. Butterfield, claimant, was its employee within the meaning of the Workers' Compensation Act when she was injured.
We affirm. In April 1988, claimant, while working as a domestic at the private home of a Dana's client, fell down a flight of stairs
and injured her left ankle and upper back. She immediately reported this injury to an employee of Dana's and subsequently
sought workers' compensation benefits on the basis that Dana's was her employer. Dana's denied such relationship, arguing
that claimant was an independent contractor. Dana's was granted a license as an employment agency through the City and County
of Denver. When claimant went to work as a domestic through Dana's she signed an agreement concerning her employment. The
